The article is devoted to the realization of rights and freedoms and legitimate interests of persons in places of detention of Internal Affairs agencies. It defines the role of control and supervision in addressing these issues. The essence of the control and supervision by authorized entities is revealed. The author suggests measures for their improvement. The laws regulating the peculiarities of the legal position of persons in different types of detention places are analyzed. The role of the Commissioner for human rights in the Russian Federation in this state control measures is defined. The role of public control and its main tasks are revealed as well. The relevance of supervising to ensure legality in the field of migration is ground upon analysis of specific orders, departmental regulations and guidelines. Attention is drawn to the systematic approach, the need of cooperation between the prosecution agencies, including law enforcement and regulatory agencies, and civil society institutions.
