In 1218, a legislative collection - Rodel - was created in Freiburg im Breisgau. The document was in force in the city until 1293. Citizens demanded to expand urban freedoms and privileges from the new lieges, counts of Freiburg. The city’s liege was forced to accept the Rodel as an official charter. The document significantly limited the power of the liege. The powers of the City Council were expanded. New norms of criminal procedure and civil law were also introduced. The Rodel has changed and supplemented many of the laws of the early Freiburg. Comparison of the norms of the early Freiburg laws with the Rodel , identification of the changes that have taken place in urban law, in the social and political situation in the city is an important research task. The new legislation deprived the city liege of the legislative initiative, limited his inheritance rights to the city. The City Council received new powers. City court proceedings were rationalized and civil and criminal law were systematized.
