| The article provides the concept of state control performed by commissioners for human rights in the subjects of the Russian Federation (regional ombudsmen). Based on the analysis of federal and regional legislation the author comes to a conclusion about two main directions of control activities of the ombudsmen. The author analyzes and systematizes their powers using the comparative legal method. The article contains recommendations for improving legal acts and law enforcement practice in order to encrease the efficiency of the state control activities of commissioners. |
