The article is devoted to the network activity of Russian universities in the framework of their educational export. The purpose of the article: to analyze the legal regulation of the network activity of Russian universities in the framework of the educational process, in the process of licensing and accreditation, admission to studies and entrance examinations, as well as financing. Based on the legal analysis, identify the main obstacles of legal regulation and methods for their solution. The main research method is formal legal. As a result of the study, the author showed that in Russian legislation there are no legal norms defining networking in the framework of international activities, the concept of international legal instruments is not implemented in the legislation, which leads to uncertainty in the law enforcement practice of educational activities of Russian universities in this area. The article notes the need for more precise legal regulation of the network activity between Russian and foreign educational institutions of higher education, which, according to the author, would increase the flow of academic mobility, will make Russian education system more attractive for solving the problems of exporting educational services.
