The normative grounds for disciplinary responsibility of civil servants of the USSR and the RSFSR, the procedure for their disciplinary responsibility in disciplinary courts, in the order of subordination and according to the rules of the internal order are considered. The existing approaches to the definition of an official misconduct and elements of the procedural form of disciplinary proceedings are characterized, the conclusion about the insufficiency of ensuring legal relations on disciplinary responsibility with procedural norms is substantiated.
