The article examines the preconditions for a new stage of the administrative reform, including the current conditions and factors influencing systemic transformations. According to the authors, among the factors that play a special role could be named: the adopted amendments to the Constitution of the Russian Federation, the resignation of the Government of the Russian Federation, the pandemic of a new coronavirus infection and the rapid development of legislation in the field of activities of public authorities. The authors analyze in detail all the measures of the new stage of the administrative reform, aimed at optimizing the structure of executive authorities and reducing the number of civil servants. The article also identifies the positive aspects as well as some ambiguities of the new stage of the administrative reform. It is concluded that we are only at the beginning of systemic reforms in public administration, which are associated not only with the optimization of the activities of executive authorities, but will also be saturated with activities aimed at increasing significantly the efficiency of all levels of public authority.
