It is noted that the coordinate system of emerging public relations highlights the need to reform control and supervisory activities, which are based on limiting the resources of the state in areas of greatest risk in order to prevent damage to legally protected values while reducing the burden on economic entities. An attempt is made to substantiate the legal aspects of the transition to a risk-based approach in the implementation of Rosgvardiya’s control and supervisory activities within the framework of the «regulatory guillotine».
