Anti-terrorism policy depends on the activity of state and public structures. Author's position - new anti-terrorism requirements and politics are interconnected. Moreover, the political ideology of the state and the ideology of terrorism are fixed in the existence of mankind at a different level of implementation of the antiterrorist function of the state. The author puts forward the idea of the advisability of promoting the issue of political responsibility. This requires a value-regulatory consensus of society, established through ideology. Functional benefits depend on political society. In turn, the leading direction of this function is government response. The specified response is associated with the offensive vector, which causes organizational and legal contradictions. The article considers these contradictions and recommends ways to resolve them.
