The failure of K. Annan’s mission led experts to talk about the political impasse in which the international community found itself. In order to avoid the development of Syrian events under the Libyan scenario, it was necessary to restart the negotiation process in order to break the political impasse and give a new opportunity to the peace process in Syria. Iran supported the idea of forming an OIC "contact group" on Syria, which included the leading regional powers - Egypt, Iran, Turkey and Saudi Arabia. However, due to serious differences, this format was not viable. Despite the unsuccessful experience, the presence of Iran in the “contact group” made it possible to unveil its own initiative, elements of which were later introduced in the Astana format.
