Based on the analysis of the regulatory framework, scientific studies and practice of customs authorities, the article reveals the main problematic issues in the initiation of cases of administrative violations, both as a result of customs control after the release of goods, and at the stage of selecting objects for customs control. An analysis of international experience in bringing individuals to administrative responsibility for violations of customs rules is presented, and the main ways to solve these problems are suggested.
