The aim of the work is to determine the place of state control and supervision in the system of measures of adminis- trative coercion. The author presents an attempt to identify the compulsory properties of control and supervisory activi- ties in the context of reform.The research methodology includes such methods as comparative analysis, formal legal method, methods of classifi- cation and systematization.The research results are the provisions characterizing the control and supervisory activity as administrative coercion of a procedural nature. The author singles out narrow and wide approaches to the interpretation of administrative coer- cion, reveals the place of state control and supervision in the system of administrative coercion measures, taking into account these approaches.As a conclusion, the author established the presence of compulsory properties in control and supervisory activities. State control and supervision can be viewed as criteria for distinguishing between various types of administrative coer- cion, and the possibility of applying coercive measures as a factor in differentiating control and supervisory activities. It is concluded that the system of measures of administrative coercion is under state control.
