For the first time in historiography, the article examines the reaction of the private provincial periodical press to the zemstvo counter-reform of 1890. It shows the assessments that were given to changes in the zemstvo electoral legisla- tion. The key features of the new system of zemstvo elections discussed in the press are highlighted: the class character of the elections, the new order of election from the peasants, the elimination of Jews from the elections, the new order of formation of zemstvo administrations.
