This article attempts to substantiate the importance of public control over the public service as a component of the mechanism to ensure the effectiveness of disciplinary responsibility. An opinion is expressed about the advisability of expert support for disciplinary proceedings by including independent experts, as a form of public control, in the com- missions that take part in disciplinary proceedings at the stages of an official check (checks on corruption offenses) and the stage of reviewing the decision on the case.
