Cargo transportation is a common field of activity of legal entities and individual entrepreneurs. One of the most profitable and convenient solutions in this area is the use of road transport, including for the transportation of heavy and oversized cargo. The state function of control (supervision) of the weight and size parameters of vehicles is carried out by employees of Gosavtodornadzor at stationary and mobile weight and size control posts. At the same time, the system of granting permits for the movement of heavy and oversized vehicles on highways is implemented within the powers of several state (municipal) authorities, which, according to the author, is of a disparate nature and complicates the receipt of public services to interested persons. The author suggests the introduction of a mechanism for optimizing the legal regulation of heavy and oversized cargo transportation by combining control (supervisory) and licensing functions in the area of responsibility of one department - the State Road Supervision of the Federal Service for Supervision in the Field of Transport.
