The experience of Great Britain in providing public safety in railway transport is analyzed. This study showed that the public safety system on the UK railways is based on EU regulations. The British Transport Police has a three-tier composition: BTP constables; special constables; PCSO staff. These forces are subordinate to the UK Department of Transport. The provision of FTPs for public safety on railways is based on a contractual basis with carrier operators, however, its presence is a prerequisite for the operation of rail transport as a mandatory requirement of EU legislation. The financing of its activities and the activities of special constables and PCSO forces directly depends on the number of contracts between the BTP and the carrier operators.
