The purpose of the work is to identify milestones in the history of the development of the NATO as a normative organisation. The approach of A. Gramsci and works of the authors dealing with the problem of normative power are taken into account in order to conduct the study. A specific definition of the concept of normative power as an ideological apparatus that ensures the hegemony of neoliberalism as a global system is given. The conclusion is that there has been a gradual escalation of the normative power of the alliance since the collapse of the USSR.
