The author analyzes the historical events of the 19th-20th centuries that influenced the process of the executive power institutionalization. A historical and legal analysis of the practices of exercising executive powers by the authorities and fundamental theoretical concepts containing the ideas of building a system of executive power is carried out. In the first case, the emphasis is placed on the organization of the Senate, ministries, the Committee of Ministers and the Council of Ministers, in the second - on the conceptual provisions of M.M. Speransky, N.N. Novosiltsev, S.Yu. Witte regarding the reform of the executive power system. The research is accompanied by a comparative historical analysis of the most important events related to the executive power institutionalization. As the result of the research, it is recognized that the prerequisites for the creation of a relatively independent constitutional and legal institution of executive power were formed before 1917.
