In the article, the author, on the basis of a comparative legal and structural analysis, reveals the problem of the concept of administrative responsibility for offenses detected by the traffic police units of the Ministry of Internal Affairs of Russia during the implementation of road supervision. The problematic issues of the development and study of the institution of administrative responsibility at different stages of the formation of the Russian legal system are investigated. Own periodization of the problem under study is proposed. Also, the author considers the main scientific theories that define the concept of "administrative responsibility". A conclusion is made about a new approach to the definition of administrative responsibility, taking into account the versatility and multidimensionality of this concept. Based on the analysis of scientific theories, the author's definition of the concept of administrative responsibility for offenses detected by the traffic police units of the Ministry of Internal Affairs of Russia in the implementation of road supervision is given.
