The article analyzes the effectiveness of the system of guarantees of human rights in the police legislation of Russia, taking into account the views on this issue of Professor Yu.E. Avrutin. It is noted that. practically all police laws contain one or another scope of human rights guarantees, which are represented by a palette of a wide variety of legal means. At the same time, the results of the study conducted by the author allowed the author, following Professor Yu.E. Avrutin to assert that the partnership model of relations between the police and the population, which implies respect for a person, observance of his rights and freedoms, is built with certain difficulties in legislation and practice. In this regard, the main imperfections of the system of legislative guarantees of human rights in police work are named and a conclusion is made about the need to search for and introduce new legal restraints of police discretion in relations with citizens.
