The article is devoted to the comprehension of the dialectic of the national (spiritual and moral (concrete)) and liberal (rational (formal)) during the modernization of public authorities and management. The article comprehends the provisions of the National Security Strategy of the Russian Federation related to the fundamental basis of both our life as a whole and the activities of state authorities and management. It is established in the work that the organic integrity of state activity and people's life is the key to the manifestation of the creative (national) spirit. The study substantiates the position on the inferiority of the modernization of public authorities and management on the basis of rationalism, since this entails their worldliness in the form of indifference and indifference to the life of the people.
