| In the publication, the authors conduct a constitutional and political analysis of the novels of the eighth chapter of the Constitution. Through a retrospective analysis, as well as a comparison of different approaches to the institution of«local self-government», they give a doctrinal interpretation of the concept of «public power» and the novels of the eighth chapter. At the end of the publication, the authors make some predictions about the further development of municipal law in Russia. |
