The article is devoted to neo-ottomanism that is known as the foreign policy concept of Turkey. The ideologist of neo-ottominism is A. Davutoglu. The doctrine implies a foreign policy based on the Ottoman heritage of the country and modern realities. The article analyzes the external factors that contributed to the activation of the ideology of neo- Ottomanism in the 21st century. Moreover, it examines the connection between the concepts of neo-Ottomanism, pan- Islamism and pan-Turkism. The author pays attention to the historical origins of the ideology of neo-Ottomanism and “zero problems with neighbours” policy in the framework of the implementation of this doctrine in the foreign policy. The author comes to the conclusion that the concept has not been fully formed and is adapting to new conditions. What is more, the failures of foreign policy in certain areas are forcing Turkey to turn its eyes to new promising regions.
