The purpose of the article is to form scientifically sound proposals for countering terrorism, made on the basis of an analysis of international anti-terrorism legislation. The author identifies gaps in international anti-terrorist legislation. The problems of the extended use of the term «terrorism» are investigated. The results of the work were conclusions about the impossibility of reaching a consensus on the development of an international definition of terrorism, proposals were made to ensure anti-terrorist security. It is necessary to compile a list of religious movements whose religious dogmas contradict human rights and exclude them from the list of religions that, according to the European Convention on the Suppression of Terrorism, are not subject to criminal prosecution on the basis of religion. The need for the development of an international convention on education is justified, which should prescribe not only the elimination of educational materials that promote hatred, but also obligations to develop tolerance for teaching, teaching critical thinking, training in countering extremist propaganda. The study showed the need to involve civil society institutions in the formation of anti-terrorist legislation. Methodological basis: formal legal methods such as description, comparison, classification, analysis and synthesis are applied.
