Based on the fact that the satisfaction of socially important needs (physiological and security) for the majority of the able-bodied population is possible through the entry into social relations on the application of their labor, and in modern conditions of digitalization, it is not only labor relations, but also other forms of employment (platform employment). It is concluded that social insurance, in order to protect against social risks, should be extended not only to persons in labor relations, but also to other categories of subjects. Separately, attention is drawn to the emergence of new factors within the framework of the formation of an information society and economy that cause social risks. For example, the risk of unemployment can be caused by active implementation of artificial intelligence.
