The article is devoted to the study of the causes of the ideological position and the subsequent legal regulation of the planning of the Soviet economy as an alternative to the crisis imperialist development prevailing on a global scale.The aim of the research is the scientific reconstruction of the political, legal and state model of the emergence and transformation of the system of planning economic processes in Soviet Russia, and subsequently in the USSR.The methodological basis of the research is a dialectical approach to the study of the subject of research from the point of view of the causes of its occurrence and the direction of evolutionary processes, as well as the methods of synthesis and analysis, deduction and induction, the principle of historicism, the statistical method of research and the formal legal method.The results and conclusions of the study are the conclusion of the authors that the invaluable experience of tactical and strategic planning of economic relations, which was theoretically justified and practically implemented in the Soviet state, has extensive potential for updating, taking into account modern technologies, the realities of socio-economic and political and legal life in modern Russia.
