The socio-political views of V.O. Klyuchevsky at the initial stage of their formation are considered. The article characterizes his perception of the reforms of the 1860s, his attitude towards the people, the intelligentsia, the main ideological currents, and the demands for limiting autocracy. It turns out that the skeptical detachment from the social movement was combined in the novice historian with the conviction of the indisputable value of individual freedom and the adoption of the reforms of Alexander II.
