| Administrative responsibility, being the dominant type of public liability, has been widely applied in law enforcement practice. Carrying out the third codification of the legislation on administrative offenses requires additional understanding of a number of basic characteristics of this phenomenon. These include its constitutional and legal foundations, which largely predetermine the essential characterization of administrative responsibility. |
