The normative legal acts regulating the gradual withdrawal of the Russian Empire from the regime of strict quarantine bans caused by the outbreak of the «Moscow plague» in 1771 are investigated. The aim is to analyze the institutional and legal mechanism for implementing the algorithm of sequential mitigation and cancellation of anti-epidemic restrictions. The methodological basis of the research was the scientific principles of cognition: objectivity, comprehensiveness, consistency, complexity, historicism. The formal legal method made it possible to conduct a comprehensive analysis of regulatory legal acts, to investigate the structure and content of the mechanism of legal impact on public relations in the conditions of overcoming an acute epidemic crisis; comparative legal and retrospective methods were used to identify cause-and-effect relationships; positive and negative trends in countering the spread of contagious infectious diseases.
