In paper attempts to critically comprehend the conceptual foundations of gun policy in the Russian legal system. On the basis of the doctrine of dialectics, the distinction between the concepts of «public administration», «state policy»,«state regulation» and «state administration», the author differentiates the category «gun policy». Its complex nature, a single method of legal regulation and polysubjectivity are noted. Based on the analysis of the legislation on weapons, the subjects authorized to form and implement state policy in the field of arms trafficking are shown.As a result of the study, an author's approach to understanding the gun policy is proposed. The study shows the practice of forming gun policy in Russia; given an assessment of the legislation on weapons.
