The authors, based on the theoretical analysis of the practical experience of the restructuring of the radio-electronic industry plant, justify the expediency of interaction between large companies and small and medium-sized manufacturing enterprises, emphasize the importance of this interaction in the process of import substitution, ensuring the sustainability of the Russian economy. Comparing the indirect indicators of a particular large and small enterprise, the authors conclude that cooperation allows building a new network economy that can quickly adapt to the dynamics of demand and any changes in the external environment in the scientific, technical, technological, social and political spheres. At the same time, the tools for maintaining the competitiveness of the institutional level are highlighted (innovation clusters, technoparks, etc. and commercial instruments (commodity, price, sales, policy, promotion), the choice of which varies flexibly at all levels of the network. Special attention is paid to business contracts.
