The article substantiates the need for a clear identification of methodological principles for assessing the boundaries of the so-called «middle class» in the context of social stabilization of society and anti-crisis measures in the expansion of integration processes between the subjects of socio-economic systems of the CIS countries. The creative approach consists in a non-standard assessment of the boundaries of the study, which is based on the ratio between the available resources of households and the budget of the subsistence minimum, which is significantly different from the standard approaches in the framework of quintile and decile coefficients. The connection of the methodology for assessing the «middle class» with a set of social measures aimed at the dynamic growth of the quality of life of the population is considered. A comparative analysis of indicators of the quality of life of the population in the context of various social strata of Russia, Belarus, Uzbekistan for the period 2017-2021 is presented, in the concept of a factor approach to managing the quality of life of the population, confirming positive and some negative trends. Recommendations on innovative changes in certain areas of social policy are formulated.
