The article presents a system for monitoring the technical and economic conditions of the innovative activity of the enterprise. The relevance of the study is due to the need to identify and eliminate negative trends that hinder the creation of new markets for high-tech products in an unstable external environment. The directions of monitoring necessary for an objective and comprehensive assessment of the sufficiency of financing and technical equipment of innovative projects implemented by enterprises are outlined. The assessment of the influence of the selected monitoring directions on the over-all level of technical and economic conditions for the implementation of innovative projects and programs based on the use of the hierarchy analysis method was carried out. The results of verifying the reliability of the results of the expert work done by determining the consistency ratio of expert judgments are presented. The results of the practical application of the developed system for monitoring the technical and economic conditions of innovation activity on the example of enterprises of the Nizhny Novgorod region are presented. According to the results of the study, conclusions are drawn about the presence of negative trends that hinder the improvement of the level of innovative development of enterprises, their causes are identified, and measures to eliminate them are proposed.
