This article is devoted to the discussion of measures to combat horse theft in the Volga provinces in the early twentieth century. Based on the materials of the conclusions, notes and reports of the local committees of the Special Meeting on the needs of the agricultural industry, the essence and content of approaches to combating horse theft are shown. The main directions in the proposed measures are highlighted: the development of legal culture among peasants, the change in the system of punishments, the change in the system of organization of law enforcement in the village.
