Based on the study of the protocols of the Nizhny Novgorod City Duma, as well as documents from the archival fund of the Central Archive of the Nizhny Novgorod region and the fund of the Museum of the N.I. Lobachevsky National University, the process of formation of the Nizhny Novgorod City People's University is recreated, within the framework of which the first attempt in the history of Nizhny Novgorod was made to organize higher legal education in the city. Information is provided about the curricula of the economic and, subsequently, the socio-legal department of the Faculty of Law, the characteristics of the teaching staff and the contingent of listeners are given. The difficulties that the university had to face in the process of carrying out educational activities at the Faculty of Law are described.
