The article analyzes the sources that speak about the participants of the Zemsky Sobor, which elected Mikhail Romanov tsar in February 1613. It was found out that the thesis developed in historiography about the absence of representatives of a number of cities in Moscow at that time is incorrect. The awards in February 1613 for service to serving people from different cities, whose signatures are missing on the Approved Certificate, were considered. Many such awards were made on February 20, 1613, on the eve of the election of Mikhail Romanov. It is concluded that in addition to the previously known representatives of 47 cities, nobles from Klin, Dmitrov, Rzhev, Smolensk, Uglich and Yuriev Polsky also participated in the royal election. Nobles from Yaroslavl and Kashira were also present in addition to church figures from these cities. There were especially many service people from Nizhny Novgorod in Moscow at that time, the names of 30 service men from Nizhny Novgorod are given.
