The paper discusses the issue of the constitutional project created in the early 1880s in the government-related social surroundings and studies the specifics of its political rhetoric changing through all the three versions of P. P. Shuvalov’ project. A comparative analysis of all the project’s edition revealed the key message of the project and its permanent transformation for several years. Every edition of the project was significantly different from the others in its writing style, political motives, and structure, but maintain the main rhetorical principle.
