The article is devoted to the juridical justification for improving the current electoral legislation in matters of legal regulation of the status of observers when voting outside the voting premises. The situations of legal conflicts between participants in the electoral process, such as voters and observers, arising in connection with the imperfection of election legislation are shown. Legal gaps and inconsistencies in the regulation of the legal status of observers are identified, which makes it difficult to exercise the rights granted to them, and sometimes leads to legal disputes. Separate proposals are formulated to improve the electoral legislation regulating the procedure for conducting voting outside the voting premises.
