Abstract
The article is devoted to the development of Russian-American relations in the second half of the 1990s. The purpose of the study is to consider Russia’s foreign policy strategy towards the United States during Boris N. Yeltsin’s second presidency. Based on the use of general scientific and special methods of cognition, trends and factors that influenced the implementation of Moscow’s approaches to building relations with Washington were identified. The change in the internal political situation in the country and the gradual disappointment in the results of cooperation with the United States led the leadership of the Russian Federation to move away from the pro-American line of conduct. However, the Russian elite were unable to reach a foreign policy consensus on building relations with the United States. Steps to defend the national interests of the country on the world stage, which were taken by E.M. Primakov, alternated with the steps of B.N. Yeltsin, which continued to lead to foreign policy concessions from Moscow in favor of Washington. It is concluded that Russia’s foreign policy had a reactive character. The Russian Federation was forced to respond to the foreign policy steps of the United States. In general, it should be recognized that in 1996-1999. Moscow has not been able to achieve significant success in the American direction.
