The article examines the issue of the emergence of illegal credit reference agencies in the Russian Empire. The author examines the legal regulation of the activities of inquiry offices about creditworthiness, the fulfillment of requirements for entering the market of information services about reliability. Special attention is paid to the consideration of the effectiveness of the mechanisms that existed in the Russian Empire to identify and suppress the activities of illegal participants. Based on the norms of legislation of the Russian Empire and the studied archival material, the author came to the conclusion that the legal regulation of the activities of inquiry offices about creditworthiness is sufficient; At the same time, the existing mechanisms for identifying and suppressing the activities of illegal market participants were not sufficiently effective. The methodological basis of the research is made up of general scientific methods, which include the method of analysis and synthesis, the method of induction, as well as special scientific methods: the formal legal method of research, the comparative legal method.
