Municipal legislation classifies the maintenance of public order as issues of local importance, for which it grants local governments the right to organize municipal militia. In order to determine the necessary legal, organizational and material conditions for the organization and operation of municipal public order protection bodies in the period 1998-1999, a largescale experiment was conducted in the Russian Federation. Despite the fact that the idea of partially decentralizing the function of protecting public order through its municipalization, through the creation and empowerment of the municipal police, has not been implemented, the conclusions drawn during the experiment remain significant at the present time.
