The article examines the relationship between the concepts of «security» and «law» in the political and legal discourse of Modern age. It is pointed out that ensuring security and maintaining legal order were presented by the philosophy of the Modern era as the main functions of the state, legitimizing its monopoly on organized coercion. At the same time, the need to protect public safety was associated with the possibility of a sovereign government to suspend the normal operation of law in a state of emergency. Current trends related to the use of the concept of security in the framework of substantiation of new management strategies are described.
