| An analysis of the development and discussion of the bill on Old-Believer communities is presented. The author considers in detail the course of debates in the State Duma in 1909. The research is based on official documents and verbatim report of the State Duma sessions. Special attention is paid to the activity of D.V. Sirotkin, one of the founders of the Old-Believer movement in Russia. The article also describes the relations between the Old-Believers and some factions of the State Duma. |
