Specific features in the forming of relations between the Federal centre and regional political elites in the context of reform of power relations in the state are considered.
Three factors for the strengthening of local elites in 1990s have been identified: ethnopolitical, economic, and political. Special attention is paid to the interaction at the «Federal centre - region» level. It is concluded that the Federal authorities seek to form federal relations on the basis of a relatively unified model.
