The reason for realization of the new German policy in the labor market from 2002 to 2007 was the profound development of the welfare state modernization in the Western capitalist countries. The reforms of the labor market and the employment system contributed not only to transformation of institutions and reorientation of tools but also to sweeping changes of the German social state paradigm. To give the effects and consequences of modernization a proper appreciation, a special system of evaluation of the state policy in the labor market was used in Germany. It becomes a new but rapidly developing field of study. This paper contains an analysis of its introduction in the process of reforms and the subsequent progress of the research methods. At the same time, the first official reports of the evaluation in 2006 revealed some serious problems and shortcomings in this development.
