To refine the mechanism of interbudget relations between the Centre and the regions, the federal government
bodies require accurate and up-to-date information about the financial condition of the regions of the Russian
Federation. One of the tools for the regulation of the regional finance is the granting of interbudget transfers from the
federal budget of the Russian Federation. The proposed technique for estimating the relative financial condition of
the consolidated budgets of the Russian Federation regions allows the necessary accents in the realization of
interterritorial redistribution to be placed in a simple and objective manner.
