Ratings of the regions by various criteria are regularly published in Russia like in other countries. They are compiled
by government agencies, independent rating agencies, consulting organizations, etc. Rather diverse characteristics
are used as criteria for such ratings, depending on the goals of a concrete research. Annual ratings of the Russian
Federation regions provide comparative data on the level of budget security, credit status, safety, quality of educational
services and much more. The opportunity to determine separate characteristics of Russian Federation regions
in comparison to other regions enables a more objective decision-making by the federal government bodies when
organizing and reforming the system of interbudget relations, by investors when forming their portfolio, by citizens
when choosing the optimum place of residence.
