Due to Bulgarias and Romanias accession to the European Union (EU) in 2007, the European Commission
launched a special strategy to develop relations with the countries and organizations of the region of the wider Black
Sea area - «Black Sea Synergy». The beginning of implementation of this strategy is facing the need for establishment
of a special framework of interaction with the Organization of the Black Sea Economic Cooperation (BSEC).
As a member state of this organization, Russia, recognizing a positive role that the European Union could play in the
region, stands for the development of fully-fledged partnership relations between BSEC and EU. A wide range of
regional problems is becoming more and more important on the agenda of EU-Russia dialogue having considerable
effect on its substance.
