The nature of development institutions, directions of their activity and their role in social and economical development of Russia are considered. The article brings forth various types of development institutions in accordance with the universal practice. The author outlines main areas of financial and non-financial support provided by development institutions, and analyzes the activities and development prospects of the main state development institutions. Various tools for supporting small and medium-scale entrepreneurship are also described.
