Support for low-income groups is one of the major objectives of a social state. In order to provide it, both budgetary and extra-budgetary funds can be used. Having ensured soft transition to the market, the programme of targeted social protection of population funded from the republican budget has been running in Tatarstan for over 10 years. In the new environment, state financing is supplemented with funding received from charitable activities. The article analyses common and special features of the two ways of maintaining socially acceptable quality of life.
