The article examines the impact of legal activeness on the formation and development of civil society with the
focus on modern Russia. Particular attention is paid to the relationship between the civil society and the state. These
two social elements should not be confronting each other. There is an urgent need for an accelerated development
of civil society, since, as the result of objective processes, the balance of influence on social progress is shifting in
its direction. The transformation of the civil society into the legal society through the development of its legal culture
is also discussed.
